Maybe they're "special" there
In Georgia, there are signs on the Interstate that say "Minimum $1000 fine for Throwing Trash on Highway." I guess that means most people don't know the word "litter" there. The weirder thing is the words "minimum" and "fine" are really small compared to the rest of the sign, so it almost looks like they're making you an offer. I tried to get a pic but missed. Next time, next time.
